McClung was born in Chatsworth, Ontario, in 1873. Her family was poor, and she had to work from a young age to help support them. Despite these challenges, she was a bright and determined student, and she eventually earned a teaching certificate.

In 1896, McClung married Robert McClung, a farmer and businessman. The couple had five children, and McClung continued to teach until her youngest child was born.

In 1911, McClung became involved in the women's suffrage movement. She quickly rose to prominence as a leader of the movement, and she played a key role in the campaign for women's right to vote in Canada.

In 1916, McClung was elected to the Manitoba legislature, becoming the first woman to serve in a provincial legislature in Canada. She served for four terms, and she used her position to advocate for a wide range of social reforms, including improved education for women, better healthcare for children, and equal pay for equal work.

In 1921, McClung was appointed to the Royal Commission on Grain Marketing. The commission was tasked with investigating the grain industry in Canada, and McClung's work on the commission helped to lead to significant reforms in the industry.

McClung continued to be active in politics and social reform until her death in 1951. She was a tireless advocate for the rights of women and children, and her work helped to make Canada a more just and equitable society.
